This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

And more specifically: the problem isn't with them posting their intent to follow you; the problem is that the software assumes that you're consenting, and doesn't even give you the ability to withdraw consent (other than blocking, which is kind of like a sledgehammer when I just want to say "no")
